Incorrect drop rates of kites and Paper Airplanes (Windy Balloon drops)

The actual drop rates of the Windy Balloon items (Paper Airplanes, the plain colored kites, and the Goldfish/Bunny Kites) do not match the rates displayed in the Bestiary.
The problem is that the Windy Balloon itself doesn't actually drop any items when you "kill" (pop) it. The slime that it spawns with drops the item instead (seen inside its body). Still, to make the Bestiary display a drop table for the Windy Balloon, there is a "dummy" drop rule in Terraria.GameContent.ItemDropRules.ItemDropDatabase.RegisterMiscDrops. But it's just a dummy, it doesn't dictate the actual drop rates – that happens in Terraria.NPC.AI_001_Slimes and Terraria.NPC.AI_001_Slimes_GenerateItemInsideBody.
In 1.4.1 the drop rates and amounts in Terraria.GameContent.ItemDropRules.ItemDropDatabase.RegisterMiscDrops were increased, which means the Bestiary shows those increased rates. The real drop logic, however, was not changed. Partly this was fixed in 1.4.1.2, when the stack size of the Paper Airplane drops was increased in Terraria.GameContent.ItemDropRules.SlimeBodyItemDropRule.GetDropInfo (also reported here: Resolved - (1.4.1.1) Windy Balloons aren't dropping the correct amount of paper airplanes.). The drop rates stayed the same, though: 1/20 chance to call Terraria.NPC.AI_001_Slimes_GenerateItemInsideBody, then 1/13 for each of the seven kites and 3/13 for each of the two Paper Airplanes. That makes 1/260 or 0.38% for the kites and 3/260 or 1.15% for each of the Paper Airplanes, same as prior to 1.4.1.
I believe either Terraria.GameContent.ItemDropRules.ItemDropDatabase.RegisterMiscDrops needs to be changed back to show the current actual drop rates, or the rolls in Terraria.NPC.AI_001_Slimes and Terraria.NPC.AI_001_Slimes_GenerateItemInsideBody need to be updated to what's displayed in the Bestiary.
Side note: The Paper Airplane stack size fix was mentioned twice in changelogs, once in the 1.4.1.2 changelog and then once again in the 1.4.2 changelog. This was just an oversight, right? Or was there another change between 1.4.1.2 and 1.4.2?
