Is Jim's cloak tied to Jim's leggings?

I found this problem when others were discussing fashion matching today. One person first said that Jim's breastplate was used in the picture, and I told him that it was Chippy's chestplate, and then he raised the issue of the cloak. Finally,I went into the game to test it,I thought Chippy's chestplate and Jim's breastplate had the same cloak;but after testing it again,I found that Jim's leggings brought the cloak. This makes me feel a bit illogical, for example, the hallowed armor also has a cloak, and its cloak is include in the hallowed plate mail. Why is Jim's cloak include in his leggings? Is this an oversight or is there any special reason for designing it this way?
