DevkitPro Nintendo DS Makefile 找不到 ds_rules 求助

guys im using devkitpro on windows 10 am i really at a loss what to do so yesterday and today total i have made 3 small homebrew games for the nintendo ds and using devkitpro i have had no problems when i compile the games and all run fine on my DS

i started working on another game but when i try to compile it just says

Makefile:16: /opt/devkitpro/libnds/include/nds_rules: No such file or directory
make: *** No rule to make target '/opt/devkitpro/libnds/include/nds_rules'

tried about 3 more times no luck tried making another game and still gives me the problem can't find ds_rules

but i have not deleted the ds_rules file or moved from the original folder or anything

what can i do
