You can safely replay your last played mission, but I highly suggest replay from the first chapter if you want to keep your hero stats and items from the scratch.

No you can't in this context since transition based campaigns like Forsaken Kingdom imply the same maps loading not a new map each time. In that sense, you can't select anything to restart but have to start over from the beginning or at least from the beginning of an act.
