On October 15, 2026, US Representative Ritchie Torres of New York unveiled plans to introduce the Power to the Players Act to Congress. This piece of legislation essentially gives people who buy games ownership of it instead of a license to play it.

Ritchie Torres’ official website lists NBA 2K25 as an example of a game that players can’t fully play after December 31, 2026. This US Representative criticized 2K’s decision to delist the game and remove offline servers nearly two years after its release. He then stated:
“Consumers must have the right to own, the right to play, and the right to transfer the games they buy. A game that can be taken away the moment a company pulls the plug is not a purchase. It is a rental disguised as a sale.”
As US Representative Ritchie Torres represents New York’s 15th congressional district, he later mentions Bronx, New York as his constituents live there:
“Families in the Bronx and across the country save up to buy these games, and they deserve better than a license that can vanish at any time. The Power To The Players Act ensures consumers own what they buy and can keep playing long after a company moves on.”

The Power to the Players Act Requires Functional Offline Support
The FTC would be involved in protecting consumers, if the bill passes the House and Senate
If passed, this bill requires any online game to have an offline mode equivalent before servers shut down. This legislation intends to let gamers play their games for years after they buy them.
NBA 2K25 isn’t the only game targeted by The Power to the Players Act. It will apply to all video games in the United States. In the case that it passes, the Federal Trade Commission is expected to regulate companies to protect consumers who effectively own the games they’re buying.
Keep in mind that Congress isn’t guaranteed to pass this piece of legislation. The House of Representatives and Senate still need to vote on the bill, assuming it’s formally introduced to them.
