The radiant quest system that made Skyrim's open-world so responsive to its protagonist only came about because of Bethesda's "brute force" approach to the idea in Fallout 3.

In an interview with OPM first published in 2011, Todd Howard explained the origins of Bethesda's novel approach to an open-world RPG. "In Fallout 3 there are these random encounters," he explains. "A guy being hunted by a Deathclaw, [or] this group of people fighting over a refrigerator. And we wrote this giant script for Fallout 3 with about 40 or 50 random events."

Those events would be triggered in certain areas under certain conditions, but it was a relatively simple system, one which Howard describes as "a really big, brute force script." It might not have been elegant, but it was popular – "it turned out to be a really cool system in the game that made the game dynamic, and we just kept building this script."

After the launch of its seminal RPG, Bethesda wanted to keep using that system, but was looking for a more streamlined solution. "We came out of Fallout 3 going 'well, what if we have a system that did that instead of writing?'" The team "really liked" the way it worked for random encounters, so it expanded the new system into quests. "So that's what it became," Howard says. "Every quest uses this. And now it's become this all-watching thing over the game."

The system would go on to affect almost every part of Skyrim's many, many quests. Devs could shape the parameters behind an event – deciding what kind of NPC activated it, or in what area of the game they should be found – but 'radiant stories' formed the core of how Skyrim's world was built, and have gone on to have a massive impact on RPG design in the 15 years since.

Bethesda's last Skyrim concept artist has been laid off after "almost 18 years of dedication to The Elder Scrolls, Fallout, and Starfield" amid Xbox cuts: "It has been my honor."
