A good amount of this presentation was basically them winking into the camera that they aren't going to implement things because they are leaving it up to modders.
They're fully on this being a sandbox core that mods fill out rather than a curated game. It worked out very well for AC1, but I don't know if it'll work here without the other part of the AC1 secret sauce (being dirt cheap on sale all the time instead of a full-priced game).

The other problem is that most mods are based on adding licensed content (cars and tracks), which is a legal gray area, and the developer also won't have any security control over what's in the software packages that modders distribute.

On top of that, it's a bit of an open secret that mods in some games are often model rips from other games.

I think the bigger problem for Evo is that the original exists and getting people to migrate will be very difficult. EA SPORTS WRC (in my opinion) partly failed because DiRT Rally 2.0 was just as good and often 5 times cheaper.
