[RELEASE] Chiaki-ng for Wii U

Have you ever wanted to remote play your PS4 to your Wii U? No? i don't care
Here is the first public release of my chiaki-ng port for Wii U.

You can:
- Play with low latency (cant go lower because of ps4's encoding speed)
- Zoom the screen
- Voice chat with your f o l k s

- Use a corner of your gamepad to emulate a Dualshock 4 Touchpad
- Stream resolutions like 720p and 540p at 60 fps (540p60 5M recommended)
- Get rid of the SHARE button
- Enable or disable vsync to improve your latency
- Register your console without editing files

For the first public release you can't:
- Delete log.txt in-app
- Open apps with copyrighted content like Youtube because your wii u will freeze and explode
- Use gyroscope (i tried but it's a little too hard to implement, maybe in a future update)
- Enable vibration (my gamepad is broken so i cant test that, i need testers)
- Use other controllers

What I still need to test and implement in future updates:
- Compatibility with ps5 (i dont have one)
- Vibration
- Gyroscope
- In-app extension to read pdfs (?) (for trophy guides)
- In-app extension to stream soundcloud music while playing
- a better interface
